Will it work on bike tires?
The manufacturer lists car and bicycle tires. For bikes, make sure the valve adapter fits your valve type.
Can it inflate a flat tire from zero?
It's a compact top-up pump for keeping tires at the right pressure. A damaged or punctured tire needs a repair shop.
